Most likely what happened was that Law pointed out that Ryan shouldn't get more than 3 years and/or that he wouldn't be worth his salary past the 3rd year, and then JP disagreed because any contract with BJ would be a minimum of 5 years. I still don't get the JP hate. Put the Jays in ANY other division and they make the playoffs pretty much perennially. Put the bulk of the other GMs in JP's spot, with JP's restrictions, and I am certain they'd do no better. You think Cashman, Epstein, Domborowski (SP?), Williams (ie: the "successful" AL GMs) would stand a chance with the Jays payroll? All have eaten some pretty huge contracts to be successful (see: Pavano, Carl; Drew, JD, Matsuzaka, Datsuke; All of Detroit; Ordonez, Magglio, etc)
and have made some downright shitty trades.

While I would argue that statisticians can make the numbers say whatever they want, if you take a look at the "schedule independent" numbers (ie: the numbers normalized based on schedule difficulty as MLB schedules are unbalanced to promote "rivalries"); it seems that you could argue that the jays would at least be in the running in the other leagues the bulk of the time. yeah, they've had some bad years, but they've had a lot of good ones, too. just not nearly good enough.

It generally takes a really good team to make the playoffs no matter what division your in. The Jays have not had a lot of really good teams the past 10 years.

2003 was the other year I had. I dont want to look it up again right now but I had 06 and 07 down as fairly decisive "no's". 2001 was the only other year in which I thought it was questionable when I was running the numbers.
I will admit it wasn't overly scientific... I took a teams pyth, adjusted it for Opps Pyth, then plunked the Jays into the AL Central and checked whether the win total was good enough. I then subjectively checked the pyth against actual to see if something was out of whack which could change the argument. 3rd order wins or anything like that would obviously be much more accurate.
This was done in response to Wilner who has stated they wouldve made it 6 of the past 10 years in the AL Central.
that's true for players you don't want to put on waivers.
if you have someone on a major league contract and want them to go to the minors, you have to place them on waivers. if they're on waivers, any team other team can claim them. waiver rules are kind of complicated [for example, if someone claims a player the first time, you can revoke the waiver and keep the player in the majors, or lose the player to the other team. if the player is put on waivers a second time and claimed, you automatically lose the player]
the dl lets you send a player to the minors without going through waivers.
in bj's case, putting him on waivers and having he be claimed would have been awesome -- the claiming team would take the rest of BJ's contract along with him. in this case, you WANT bj to get claimed :)

there's one more part to the designate for assignment, i think.
once designated you also have 2 weeks to work out a trade for the player. so, once designated, after 2 weeks:
a) traded
b) accept minor league assignment
c) buy out contract
since it was reported that bj was shopped and not one team was interested, i think they would have to buy him out either way.
the other teams know this, and rather than trade for bj, they can now get him for the major league minimum (400,000) for two years, while the jays pay the other 14,600,000 or so.

In 2006 they were the 4th best team in the AL with 90.9 Pythag wins. They would've been in a very tight wild card race at the very least.
In 2007, they were again the 4th best AL team, with 87.1 wins.
In 2008, as I said above, they were the 5th best team in the majors, and yet 4th best in the AL East, finishing with 90-something wins (the 2008 page isn't archived yet).
And the archives don't go back to 2003 so we don't know but we can guess from the quality of that team that it was good enough.
